Which grad schools waive the GRE?

There are two different things people mean by this. A fee waiver reduces the cost of taking the test, and you get that through ETS based on financial need. A requirement waiver means a school doesn't require GRE scores, and you request that directly from the program's admissions office. Don't confuse the two.
