When should I pick answer choice D on Quantitative Comparison?

Pick D ('the relationship cannot be determined') when you can show that different valid values for the variables lead to different outcomes. For example, if plugging in 2 makes Quantity A larger but plugging in negative 1 makes Quantity B larger, the answer is D. If the question involves only fixed numbers with no variables, D is almost never correct because there's a definite relationship.
